Publicis Groupe Middle East has launched Publicis Health Middle East, a dedicated healthcare unit that folds data, media, technology, creative and medical expertise into a single client-facing partner across the region.

The move rests on a projection the company cites itself: total healthcare expenditure in the region will reach US$159 billion within three years, driven by a shift toward preventive care and a persistent burden of chronic disease. That figure is a forecast, not a booked number, and Publicis did not say which body produced it. Treat the market size as the pitch, not the proof.

Who is running it?

Three names carry the launch:

  • Ramzi Sleiman, chief executive officer of Saatchi & Saatchi Gulf and Publicis Health ME, leads the unit.
  • Noyala Rajakumar serves as head of Publicis Health ME. She relocated from London to build the Groupe's regional healthcare practice, including Saatchi & Saatchi Health, under Sleiman's leadership.
  • Karen Kamel joins as business lead. She has recently arrived; the company gave no prior employer or role.

The structure follows Publicis's Power of One model, pairing dedicated medical, creative and regional health expertise with data, media, technology and influence. The pitch to clients is one partner to lead healthcare transformation at scale.

Sleiman framed the client context in urgent terms. Healthcare clients, he said, are "transforming at a pace that is redefining the category entirely", which "deserves to be met with equal ambition and expertise". He added that the unit combines global healthcare expertise with regional market understanding, and that with Rajakumar and Kamel, the team is ready to help accelerate the region's healthcare transformation.

Read that claim carefully. Global expertise imported into a region, paired with two relatively new regional appointments, is a common launch formula. What Publicis has not detailed is headcount for the Middle East unit, its first clients, or its revenue targets. The proof will come in the work.

What does the launch change for health communicators?

For practitioners, it changes the vendor map. Health brands in the Gulf and wider region can now buy strategy, media, data, creative and medical regulatory expertise from one contract rather than assembling a roster. For agencies competing in the region — WPP, Omnicom and Interpublic all have health capabilities — a consolidated Publicis offering raises the bar on integrated pitches.

Bassel Kakish, chief executive officer of Publicis Groupe Middle East & Turkey, called the launch "an important step for the Groupe in the healthcare sector", reflecting both the scale of the regional opportunity and continued investment in specialised capabilities. "With healthcare transformation accelerating across the region, now is the right time for a more connected model that can deliver impact across the ecosystem," he said.

Note what sits inside that statement: a timing argument, not a capability argument. Publicis already owned the health network. The launch is a packaging and leadership decision, made now because the spending curve looks steep.

The network behind the name

Publicis Health Middle East draws on Publicis Health, the global network of more than 3,000 healthcare communications, data and medical specialists. Its agency brands include:

  • Digitas Health
  • Heartbeat
  • Langland
  • Payer Sciences
  • Razorfish Health
  • Saatchi & Saatchi Health
  • Verilogue

The unit will work with organisations across the health ecosystem to translate innovation, policy and changing consumer needs into engagement and behaviour change. Its stated mission is "Make Health Happen", with an aim of progress toward longevity across the Middle East.

That ambition is broad, and deliberately so. Behaviour change and longevity are outcomes measured in years, not campaign cycles. What Publicis has committed to on paper is a structure and three leaders; the outcomes remain to be demonstrated.

One partner, one contract, one regional pitch — that is the offer. The $159 billion question is whether the region's health clients want it from one shop.
